I was experiencing the same problem. I then realized that I had applied to the lifeline program instead of the ACP. Lifeline only pays $9.95 a month compared to the $30 that the ACP allows. To correct the problem I had to shutdown my lifeline application. Then I reapplied for the ACP program and BINGO! My problem was solved.

A hacker group called "Prosper Wireless LLC" hacked Xfinity recently, and stole a bunch of ACP applications as well as my personal information. As a result I was removed from my enrollment of Xfinity without my consent. So I had to re-enroll in order to transfer my application back to Xfinity, but I keep getting this same message as you.To clarify further, neither applications were applied for at the same time. I applied for ACP first in December 2022. After being enrolled and de-enrolled by xfinity to receive credits from ACP, my application expired in March 12, 2023.
